An additional two individuals have been arrested in connection with a theft at Heathrow Airport in which 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals remain in custody, the force said.

The arrests come after a probe into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A three-year-old girl was one of the those hurt in the event. Five people were taken to the hospital for treatment and were later discharged.

Police detained a 31-year-old man on suspicion of theft and assault near the location. He has since been released under investigation as the investigation proceeds.

Police were called at about 8:10 in the morning GMT after reports came in regarding several people injured by an irritating chemical believed to be an irritant spray.

The assault - an event that authorities stated was isolated and not considered an act of terror - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
